Migrated transactional SMS from a legacy local provider to Twilio

A Germany-wide e-commerce platform sent its SMS notifications through a local provider that was shutting down.

I moved them to Twilio with minimal changes to the source of the legacy PHP application, introducing a thorough test suite that will make future moves easier.
